Every packaging item needs its paperwork. Start with the list.
A role check, a packaging register, a declaration of conformity draft and a technical documentation checklist per item, for small producers and importers of packaged products under the EU Packaging and Packaging Waste Regulation. One offline file.
What the law asks
- Since 12 August 2026: Regulation (EU) 2025/40 applies. Manufacturers draw up technical documentation and an EU declaration of conformity for packaging they place on the market.
- Who is the manufacturer: the business that has packaging designed or made and places it on the market under its own name or trade mark. If you fill or pack your product into a jar with your brand on it, that is usually you, not the jar maker. A micro enterprise with a supplier in the same Member State is an exception: then the supplier counts as manufacturer.
- Importers: check that the manufacturer did this and keep a copy of the declaration.
- Retention: 5 years after placing single-use packaging on the market, 10 years for reusable packaging.
- Labels: harmonised material labels apply from 12 August 2028 or 24 months after the Commission's implementing act, whichever is later. That act was due on 12 August 2026 and was reported late, so the date is open.
- From 1 January 2030: only recyclability grades A, B or C, and recycled content targets for plastic packaging.

Questions
Does it make us compliant?
No. It helps you list your packaging, see which duties apply and draft the declaration. You still need supplier evidence and your own checks. Not legal advice.
Why are some dates marked contested?
The label dates depend on an implementing act that was late. The builder shows the earliest date and says it may move.
Where is our data stored?
Only in your browser. Export the register to keep a record or share it with your team.
